For sure, the intent of California community college athletics is to bridge between HS and 4 yr schools, in the communities themselves.  Providing opportunities for out of state athletes is fine, but in my opinion, not the primary focus.

Look at recent events in Richmond and Vallejo/Fairfield, which seem to present the extremes in this subject.
