As I alluded to in another thread, UGA already does this in practice. I defy anyone here to name me a player that Mark Richt has processed out of the program who didn't have public, on the record transgressions. Remember all the jokes about "discipline" and "second chances" aimed at Richt? If anything, he bends over backwards not to run players off.
That said, they need to get on board and make it official. 4 year schollies, declaring a hard number of openings (85 - graduates/expired eligibility/NFL departures) for offers, and a rolling 4-year cap of 95 signees (to allow for real attrition and NFL departures) along with the current yearly limit of 25 would all be steps in the right direction for the NCAA.
As for whether Alabama will do it, you ought to know better than to ask that question. As with everything else, that state will have to be dragged kicking and screaming into the modern era.
