The Big East has swallowed up many of USM's rivals (Louisville, Cincinnati, Memphis, Houston, SMU, and now Tulane, along with East Carolina for football only-I wish C-USA would let ECU go to another conference for the other sports like basketball and baseball).
The reasons Tulane was picked over USM (whom I think will join another conference someday-maybe Big East or Big XII) were the New Orleans TV market, Tulane's new on-campus stadium that will open soon (the Devlin Fieldhouse-formerly Rose Bowl Gym, Tulane Gym, and Fogelman Arena is a bandbox that is being renovated and updated thanks to a grant from the Devlin family-but don't be surprised if the Green Wave play some games at the New Orleans Arena), the recent football woes of USM, and the outdated facilities at USM.
The only way that Southern Miss could get into the Big East (snowball's chance in Hattiesburg in July of being in the SEC) is if they improved their facilities even more (new turf and drainage system for Roberts Stadium/Carlisle-Faulkner Field and renovate and update Reed Green Coliseum), but even then with USM being in the middle of the TV markets of Jackson, Meridian, the Mississippi Gulf Coast, Birmingham, Mobile, and New Orleans, Southern Miss will be a long shot to join the Big East, which I think will have the Golden Eagles as members in the long run.
