I don't understand how the question of whether the Cards can hang on to him has anything to do with how good of a prospect he is. It can affect a prospect stock to drop if an organization can't hang to that prospect. Considering how many MIF are already ahead of Vargas as far as development that made his stock drop on my list. Not questioning his skill set and the way he performed last year as a prospect.

Cards don't seem to take soft tossers very seriously especially in recent years (see Additon who was successful at all levels before reaching AAA.

Jermaine Curtis and Chris Swauger were nice players, but I would be real surprised if either ever reaches the major leagues. Chances are good they go the route of Jose Garcia when they are eligible for minor league free agency.

Rahmatulla at #54. Despite struggling mightily at Palm Beach still possess a solid offensive profile and is versatile defensively could still be a future utility man.
