For these last two I am expanding my selection parameters beyond tools, makeup and results.
Xavier Scruggs for #49. In addition to doing a good job on the field, he's gone the extra mile engaging with fans and is a stand up guy. A model citizen of Cardinal nation.

incredible changeup w/a good fastball. been an effective starter at the AAA level and according to mlb, our #16 prospect. i don't think he should be overlooked due to not protected from rule 5 due to he'd be harder to hide on an active 25 man roster due to no experience in the bullpen.

Providing a list of 10 guys I think to consider (doing so per request)
(in no particular order)
- Scott Gorgen: According to MLB, our #16 prospect. AAA/AA starter w/plus changeup who projects as a back of rotation starter. Gives up less than 1 H/IP and avg K/IP. When called up to AAA, success same as AA pretty much - Kenny Peoples-Walls: Young shortstop drafted high in 2011. Reported to be pretty toolsy overall, but has had trouble hitting at the professional level - Kyle Barraclough: A starting pitcher taken in the 7th round out of college in the 2012 draft. Has a mid 90s fastball, an above average splitter and an average slider. There were concerns about control in college, but he did not manifest that much at the professional level - Samuel Tuivailala: Position player who moved to pitcher this past year due to his arm potential. Throws consistently at about 96 with a good breaking ball. Projects as a reliever down the line - Ben O'Shea: 2012 Lefty pitcher who fell in the draft due to signability. Flashes a low 90s fastball with an average changeup and excellent command. Other secondary stuff could use work, but he put up solid numbers in Batavia. Big kid with a very workhorse like frame - Kenny Peoples-Walls: Young and athletic shortstop drafted in 2011. It is said he has all the tools regarding potential, but he's had his struggles with the bat. - Ildemaro Vargas: International 2B who has a simple but quick swing, along an advanced strike zone judgement that help him put up good offensive numbers. High energy kid, who is defensively sound while passing the "eye test" for being a ball player - Anthony Ferrara: Big armed lefty starter who has been in the system now for 5 years out of high school. Had a pretty solid year in Palm Beach - Jermaine Curtis: Draftee from UCLA who has been in the system for a little while and was at AA last yr and projects to be the 3B for Memphis in 2013. Has always hit good and been a solid defender, but his power is pretty lacking considering his position - Kurt Heyer: A starter picked up in the 6th round of the 2012 draft. 4 pitch mix w/FB in high 80s/low 90s. Very good with control and deception. Changeup is great and slider reportedly filth. He also has very impressive stamina and is as bulldog of a pitcher as you'll ever find

Peoples Walls at #49. Although the statistics don't show it, Peoples Walls took strides offensively and defensively while being a constant in GCL's playoff run.
Peoples Walls is only 19 years of age very age appropriate still and only has appeared in a total of 71 games in two seasons at GCL. For Peoples Walls it's all about continuing taking strides and showing more polish at this point in his early pro career since he's still so raw. Next year will be interesting.

Considering big lefty Ben O'Shea, Rahmatulla, Peoples-Walls, Ferrara. For the life of me, I can't understand the lack of support for O'Shea. (He fell in draft due to sign ability. Had been drafted in about 10th round yr. before and didn't sign after going to Jr. College, big 6:5, 255, throws strikes, doesn't walk people, throws hard, just needs to work on breaking ball, still young.

i'd rather a guy succeeding at AAA then a guy struggling at GCL, regardless of depth chart (of which i dont think he 5 or 6). not to mention, i've lost track of the number of high ceiling/potential guys that couldnt hit or pitch beyond rookie or lower.

Since it seems to be between Peoples-Walls and Gorgen, I'll go with Peoples-Walls at #49. Still baffled by no support for O'Shea and Ferrara (nice lefties when we always need lefties.)
