If Baker starts the year on the DL it is a battle between Wood and Villanueva for the 5th spot with the loser going to the bullpen.

Later in the article you referenced, Sveum says:

You have (Matt) Garza, obviously (Jeff) Samardzija, (Edwin) Jackson and Feldman in those other spots. There’s no guarantee of any spots other than those top three, but we’ll just let it all pan out and see what happens.

So it sounds like he is just giving Feldman a vote of confidence. Nothing more.

I think they wanted competition for the 5th spot and he is a good long man if he doesn't start.  Personally I think he will start at least until Baker is healthy.

Also consider that Garza (and possibly Feldman and/or Baker) could be traded. When that happens, if they can slide Villanueva into the starting rotation, then perhaps we don't have quite the dropoff like we had last year when hot garbage filled most of our starting pitching slots after the trade deadline and Garza and Samardzija were shut down.

Yeah, I noticed that too.  Kind of contradictory, but maybe he meant that those are 1-3, and that Feldman could be #4 or #5.  But, who knows!

Yeah, Feldman signed here with the insurance he be a starter so I think the Cubs and Svenum are assuring him that is still the case. But whether he is the 4th starter or the 5th, remains to be seen. I think to start the year at least it will be:

1. Garza
2. Shark
3. Jackson
4. Feldman
5. Wood

When Baker comes back, my guess is Wood will slide into the bullpen unless he is pitching really well.

Exactly.  Also, Villanueva should be (relatively) rested with less of a workload in the first half, and his changeup is far more effective when he hasn't logged too many innings.

Again, this is before 1 pitch is thrown in Spring Training. Maybe Baker is ready to go. Maybe Garza isn't. Maybe Wood or Villanueva are dominant in Spring Training and Feldman wets the bed. Lots of maybes. Yet another reason that pitching depth is a really good thing.
