I have a buddy who is on an AC 130 crew. This guy has told me several horror stories about insurgents, heavily armed, being allowed to flee with their weapons while the aircrew waited on someone up the chain to give them authority to fire on the insurgents.

I guess we will forever have to weigh those type of "horror stories" against the ones that include the bombing of Canadian troops and Iraqi wedding parties.

I guess that "Fog of War" theory has a little merit that is worthy of a bit of mitigation - eh?
