Scout Team
Can anyone tell me if Osborne used a "scout" team during his tenure? Or did we just have the 1s vs 1s all the time?

From the stories I've heard, the fact that Scott Frost survived his scout team experience likely qualifies him as one of the toughest SOB's in the program's history.
I also remember a news/sports story from 1983 where they were playing the annual "Toilet Bowl" where the Scout team faced the Freshman team. Turner Gill was on the microphone and Rozier was behind camera.
So the answer is YES.

I'm not at practice but I think there is a shortfall of development for players in Bo's system who are in between the two deep and the scout team. I believe Osborne had a different approach to practice that brought about better development of 2nd, 3rd and 4th team players.

The man with the most wins in NCAA history didn't let his kids tackle in practice. Didn't do calistenics. And let his quarterback call all the plays. Everybody has different ways.

The chief concept for his players: Do things the right way in every aspect of life and be accountable for everything, from the minute they wake up in the morning until they go to sleep each night.

Everyone talks about 1's vs. 1's during TO's tenure, but I also remember it was of great fan & media interest who was playing scout team QB in the week leading up to the Sooner game. Many times it was one of our DB's, who could most closely approximate the speed of a Wishbone QB.
But, sorry. Don't know the answer to your question.

If you read the book "The Sweet Season" it certainly tells a different story.

Tom is not the type to give unsolicited advice but if he did give Bo a breakdown as to how he ran practices for development sake? Have to wonder if Bo would take such advice to heart or not.

I think they did the scout team for a number of years then went to the 1`s vs the 1`s. The scout was redshirts if I remember right because back in the day they would redshirt alot of players because of all the walkons.We had a freshmen team that would play juco`s and other teams freshmen teams.

The 1s on 1s thing was for a limited amount of practice time each week - most of the scrimmaging was vs Scout team. Also - 1s on 1s was not a staple of the T.O. era - we borrowed that from Miami and few other schools that used it to "tune up" their team each week (keep the speed of the game high enough to make practice a real challenge).
Tom knew how to keep tabs on developments in college football and use it for Nebraska - part of his special genius to be a head coach.
The big "development" item under T.O. was the number of stations run for position work. Normally they ran enough to get reps down to 3 or 4 deep at every position, including walk-ons. THAT was the key to developing depth down deep in the roster. Callahan trashed that right away to focus on the 1s and 2s. Pelini is more walk-on friendly than BC was, but due to the coaching limitations on numbers and practice time - we have not gone back to the exact model T.O. used (and I think Tom would have modified his approach based on the same limitations).
As far as tackling in practice - yes it seems like the fundamentals are lacking at times under Bo - hopefully his desire to play more young guys won't make that worse (he is going to have to figure out how to make everyone better at blocking and tackling).

They have had the scout team for about as long as I can remember. Generally consisted of redshirt and lower team athletes (younger but talented team members). The scout team was coached to run the opposing teams plays. Occassionally moved an upper level athlete over to the scout team to better simulate actual game conditions. Doesn't mean that during the practice week, ones on ones didn't get some time together or ones on twos. Depended a lot on the circumstances as well as the preceding weeks game and team health.
