They signed a deal to avoid arbitration. At arbitration, a judge will hear arguments from the team and the player's agent to set salary, which salary is binding for that year.  It can get ugly and messy as far as feelings go, so avoiding arbitration is good for the player and team. 

He will be a Ray for next year and I believe they have his rights for one or two more years before free agency.

does that mean he goes through this every year until free agency?

Yes, either one or two more times, so long as he's still with the Rays and doesn't sign a long-term deal.
