I mean, come on, he kicks arse at VCU and does well in NCAA tourneys regularly. Even went to a final for-- with Virginia Commonwealth.

Not saying Smart doesn't deserve more votes, but there are lots of things other than his "Xs and Os" that could lead to that success.  Like his ability to motivate his team, his recruiting, or his game planning.  Personally, I don't really know enough to say one way or another.

Brad Stevens, to elevate teams such as VCU and Butler to excellence.

I'd say that "x's and o's," s=to simplify the reference, has a lot to do with the ability to strategize.

Granted, I'm no expert on basketball. But it is my favorite sport, as I grew up playing it, so I guess I know a little bit about it.
