That's not necessarily the case.  Yes, he would have had his state taxes come out of each paycheck, but as a poor government worker myself, I can tell you that the employer doesn't always take enough out. 

My wife and I generally get a refund from one that takes care of about half of the other.  Certain municipalities/government entities generally get to hire the accountants that can't hack it on their own or people that aren't accountants to begin with.  That said, depending on what his salary was for those years, I agree with the poster who said it's probably a nominal amount (for him), probably less than $25K.

Uhhh... We actually won 20 games twice during his tenure. During the 1st and 4th years. No it wasn't great, but at least they could get the facts straight... And we don't need to dvour one of our own.

But if you're not getting enough money taken out (congratulations, you aren't giving the government an interest free loan) then change your W-4 form.

If it was then wouldn't they have been working together with the NCDOR to help fix this situation years back when he first started getting notices? I don't see how things could have gotten so far to the point of arrest if that was the case.
