^^ Not sure what you mean by "rules" but I know you're not allowed to hold them up during gameplay, just free throws and time-outs.
If you are going to hold one of the heads owned by athletics, you have to give them your student ID and when you give the head back after the game you get your ID back.
Ones owned by athletics are all the NC State greats (Hodge, Case, V, DT. etc) along with McKayla and a few others. The rest like Soulja Roy, Voldemort, etc etc are owned by students who bring them to every game. They have the Facebook group I mentioned earlier.
Don't know the answer to the cutout thing, honestly I think I might have seen a school out west somewhere do it first, I really don't know though.

Idk about what the best one is...but that stupid *** "Soulja Roy" head needs to go. If you're going to have Roy Williams' picture plastered in our student section it better have an extremely degrading message along with it.
