If a team has continuity of FO and coaching staff and still loses, its possible to look inward at people and organizational processes. Then isolate weak areas and make targeted changes and measure improvements.

Without continuity a team is rarely in a position to isolate the causes. All GMs think they provide the talent. All coaches think they coach well enough. In the first year or two of a new regime they can say that and people give them slack. But if they've been there for 7 years and the losing happens, they are better able to run a good assessment. Stable processes, stable systems, archive of player evaluations, film base to see improvement or lack thereof..etc.
