Wallace is a RFA , he'll receive a first round tender.

The inbred can restructure three contracts  and get under the cap , and Whines Ward has allready said he'll come back for league minimum and forego his 4 million dollar deal .

All they have to be is unde the cap  when they franchise Wallace and  they then can go 9 million over the cap  or more legitimately when they use the tag  .

Most of the experts say wallace is gone.. They have him going to san fran, Balt, Cinci who all have late round Picks that they would be willing to give up for him... Steelers don't have the cap room to sign him period and they have even said its likely they won't be able too get there...

If your a receiver and your smart , and believe me i know those two things don't necessarily go together .

But anyway , back to the point .

as a receiver  you want to play on a team where they throw the ball around and you have a signal caller who can get you the ball .

So long as you trot out squat such as a Colt McCoy persy , then its exsnay as a destination for any decent receiver who has a choice in that matter even at more cash .

However when you add a player such as luck or RG3 that dynamic changes the entire perception of the franchise not only on offense but  it causes defensive players to  rethink  and thus add  the Browns as a possible landing spot .

So long as you have sheeit at the QB position , you will  have to grossly over pay to attract  even mediocre free agents , let alone  the best of the rest .

Don't get me wrong crippling the inbred by taking their starter and improving our position  would be great , but not at the expense of shipping them a number one which we may need to secure RG3.

I seriously doubt we spend to get Wallace. He is a first round pick which is minimal for the Bengals, Ravens, or Pats.  Other teams that made the playoffs now have a minimal cost and could improve their passing game.
The new CBA eliminated the 1st and 3rd.  Wallace can move on for the price of a late round pick.  The CAP also has carry over, making it easier for a player to move. Teams will get under and well managed CAP teams have an advantage.  WE are one, but then....????

The Steelers have a problem. It starts this year with Wallace and continues going forward.  They have a lot of high priced talent coming onto the market and don 't have a lot of wiggle room  Wallace is just the start.

What really intrigued me is the difference it makes in how the Draft is viewed. Example. we will not get a WR as good as Wallace over the next few years with our 22.  This type of thinking changes our draft and that of many.  Likely it is why Nas said to wake him when the 13th of March and FA begins.

Further, I think there are many avenues to pursue and HHS have their work cut out.  It  is more  than the draft. It is more than a player or two.  It is the philosphy or what team they want and how do they get there. The draft is fun, but imo, we have first to address FA.  That will tell a lot.

Wallace's tender would mean a team has to give up a first round pick. This pick, according to NFL rules, has to be your own pick. Therefore, we'd be giving the Steelers the number four pick in the draft. They would love that. They have a good chance of losing him and anticipate a first pick late in the first round. To get the 4th pick would be a dream come true to them!

-- I too can't see him coming to Cleveland- but you never know. If he somehow leaves the Squeelers and leaves the division then the Browns are net winners, at least.

As SoulDawg wrote, if the Browns had a set, franchise QB and passing game, it would certainly be a FA factor. But they don't. So if he leaves "town", I'll at least be happy. With Ward's hopeful departure, it's all good.

As a larger point, if Holmgren and company can somehow seem to people to be making the right moves, that not only can lead to a better team but can also attract FAs to Cleveland a bit.

 And so the circle can hopefully begin.
