There is also a game to be played with agents. If the Browns start shouting that they intend on being really aggressive in FA and are willing to go for broke, every agent of every player coming available will be holding out for top dollar.

Some of that leverage is gone if the Browns adopt a "we're really not that interested, but there's no harm in talking" attitude.

Give me the scenario where this subterfuge plays out in a manner that benefits the Browns. Agents will still demand the premium for sentencing clients to the Browns.
I have none. I'm trying to convince myself that we won't hear "It's a process. We know this year may have a few rough patches, but we're convinced we're doing the right things to bring a winner to Cleveland" .....again.

It's really quite depressing. I can't seem to find those pills some must have to keep deluding themselves.
