As a family, they have done quite well for themselves and more power to them.  I think Johnny's Dad is trying to raise the kid right.  There is a famous story about Johnny getting arrested for underage drinking while in high school and his Dad selling the kid's new car and making him drive an old beat-up ride.  I think his Dad is trying to reign the kid in some and it looks to be working.

My (far) south Austin buddy says the Manziels are well known in south-central Texas. Some of their shenanigans are publicized, others are not.

Just to correct some errors from the OP's post. TMZ reported a correction to their original article (jumping to conclusions, as most gossip media do):

-He did not buy the bottle of Dom. It was handed to him by people from a neighboring table just as he was posing for pictures with the sparkler cigar.
-He did not open a tab on either night that he was there
-The club reports that none of the staff saw him drinking at all that night
-Both his parents were there, so by state law, it would have been legal for him to drink if he wanted. Just as he is in NO right now with his father for the SuperBowl and by LA law, could legally drink with the permission of his father. I have no idea if he will, but he could.

To the OP: These photos were not from NYE. As stated in the article, it was a post-Cotton Bowl win celebration.  Also, it was not "only reported by TMZ". Dozens and dozens of media outlets reported the same erroneous facts as those originally reported by TMZ. However, only TMZ had photos because someone at the club took them and sold them to TMZ.
Also, the photo of him in CT with a child in a hospital was taken during his visit to Walter Camp Awards. It was a 3 day event, with Manti Te'o winning the award. The nominees did lots of activities, including visiting cancer patients. I would hardly find that a concern.

Another poster has clarified the numerous oil, gas, and other holdings of the Manziel family, so I won't go into detail on that. If one wants to hunt, though, you would find plenty of evidence that the family has many sources of income. And living in College Station myself and having met Paul Manziel and done business with Michelle Manziel a time or two, I will say that I find it hard to believe that the Manziels are hated by most in the Kerrville area. Both of them couldn't have been more cordial and seem quite ordinary and unpretentious. Michelle is what my wife describes as "very sweet". If I didn't know their situation, I'd have no idea they come from money. That's for what it's worth.

Why ESPN should pay for these bar tabs.  They will make millions upon millions from Johnny Football next yr as all of his games will be prime time.  He will be the most watched football player in the country in 2013.  ESPN should have a slush fund of a few mil set aside for him after he graduates or turns pro.  PS  He wanted to play for M Brown but wasn't offered a schollie.  Coach Sherman had him playing WR.  HMMMMMMMMMMM!!!!

I have no idea if Paul and Michelle are "good people". But I do know what I've been told by people in the area. Not to mention the strings pulled to keep old HY out of more trouble (but that is common knowledge).
