No, the call was bullshit. The receiver lowered himself. Unless the player leaves his feet in the air just to hit your head it shouldn't matter.

That's the argument I have been making for like 5 years now.  The FIRST thing any receiver with sense does is lower his head when he expect contact.  That makes it borderline impossible to do these two things.  

1.  Make a Safe, hard tackle, with the correct form 
 
                        and

2.  Not hit the receiver in the head.  

Its almost impossible to do those two things.  Listen, if a receiver leans into a defensive player it should be a "leading with the head" penalty.  If you really want to be fair about it you can't play one side of this.
