I believe the ideal target # each year is 23 (with a variation + or - 3) depending on depth and quality of class, injuries etc. 

23 x 4 = 92, which puts us over the max by 7.  All it takes is an average of 2 players leaving due to injuries, transfers, and/or players turning pro per year.
